Matt is proud to chair the Public Finance practice at McManimon, Scotland & Baumann, LLC. A first year associate in 2001, Matt has spent his entire legal career practicing in the areas of public finance and redevelopment finance at the firm. During this time, Matt has participated in the issuance of hundreds of millions of dollars of bonds and notes for countless counties, municipalities and public authorities throughout New Jersey.
Matt’s expertise spans the arena of public finance, including general obligation and revenue obligations, public/private development financing and New Jersey Environmental Infrastructure Trust financing. Matt also represents regional and national banks that underwrite municipal securities, as well as banks that act as trustee to bondholders.
Matt spend a significant amount of time counseling municipalities and counties on budget issues, changes in law, post-bond issuance compliance and other issues impacting New Jersey municipalities. He is a frequent panelist at seminars throughout New Jersey, including those sponsored by New Jersey League of Municipalities, the Government Finance Officers Association and the Institute for Professional Development.
Christopher B. Langhart is a limited partner at McManimon, Scotland & Baumann, LLC. Chris joined the firm in 2003 and practices primarily in the Public Finance group. Chris has represented a variety of public authorities, local municipalities and state agencies in public financings, but generally concentrates on structured revenue deals for state and local authorities.
